Regional Sewer Districts, like ours, do not have a way to do 'reduced or vacation' billing. Municipalities, like Columbia City, receive a large portion of their revenue from tax dollars; we do not. We rely solely on user fees. Additionally, Columbia City meters useage; we do not. Our service is always available whether you use it or not, and we must continue to bill all customers for its availability. This has been brought to the Board many times, but until we have a way to determine usage there will likely be no change.
